The purpose of this grant is to study how ecological functions can best be restored on Ebey Island on the 1,237-acres south of State Route 2 presently owned by WDFW. Presently, the island is fully diked, separating vast areas of former tidal wetlands from the estuary. The Snohomish River Basin Salmon Conservation Plan has determined that restoring tidal flow to former wetlands, such as this, is the most important thing that can be done to restore salmon in this watershed. There are a number of ways this land could be used, and a variety of stakeholders are interested in restoring habitat, creating more recreational opportunities, maintaining agriculture, maintaining or improving the integrity of the dike, protecting other landowners, and protecting pipelines and roads. A large restoration project may be feasible if these interests can be addressed. If full setback of the dike on WDFW lands cannot be achieved, restoration techniques might include constructing secondary dikes inside the main dike, allowing part of the tidal range to flow into Deadwater Slough and other areas of the WDFW land. This grant will fund studies of the hydrology and other geophysical characteristics of the site, protection of infrastructure and neighbors, and social interests. The study will identify preferred options for restoration of the area, and satisfaction of the other interests, for several alternatives involving both no more land acquisition and likely future land acquisition possibilities.
